In a response to a email we sent to the National Weather Service we have received the following reply:

We have reached that time of year (mainly Aug-Oct) where "fair weather" waterspout formation occurs when atmospheric conditions are right. There have been several waterspout sightings across the Lower Great Lakes over the past several days. Expect this to continue through the early to mid Fall when conditions are favorable. The following link: https://www.weather.gov/apx/waterspout gives a nice educational overview on waterspouts and waterspout formation. It is from a NWS office in the Upper Great Lakes region, but relevant to the entire Great Lakes region.
